Academy of Scientific and Innovative Research (AcSIR)

AcSIR is being established as an ‘Institution of National Importance’ with a view to maximize the number of qualified researchers and professionals of impeccable quality in the domain of science & engineering; and to equip them with the skills to innovate and conduct seamless interdisciplinary research. AcSIR was established by as Act of Parliament, the Academy of Scientific Innovative Research Act, 2011 vide The Gazette of India No. 15 dated February 7, 2012 and notified on April 3, 2012.

The School of Oceanography of AcSIR is located within the campus of the National Institute Oceanography (Goa). This is the only facility in CSIR family dealing with oceans. Started in 2011, the NIO-AcSIR is gaining strength by every passing year. The uniqueness of the 27 Credit course is shipboard training of the students to understand the ocean as one sees it.


CSIR-NIO conducts interviews of students only once in a year in the month of June for admission to the AcSIR doctoral classes starting from August every year. The advertisement for admission goes out to various leading newspapers of the country normally in the month of April. Interested candidates who fulfill the eligibility criteria can apply online from April at Online application will close by May. For Ph.D. (Science): A Master’s degree in Science having a valid National level fellowship (JRF/SRF of various funding agencies, e.g. CSIR, UGC, DBT, DST etc.), INSPIRE or other equivalent fellowships.

The NIO-AcSIR seeks to construct a scenario for the young researcher to comprehend the ocean in a complete manner. As all nature’s activities are interlinked, the ocean should be studied in a manner that articulates all aspects of Oceanography with clear convergence of purpose. The study must be inclusive to help usher a sustainable win-win paradigm.

The minimum residency for Ph.D. in Science  is 4 semester (1 semester = ~6 months). The students need to complete their doctoral thesis within 10 and 8 semesters respectively. The structure involves class work of 10 Credits, Shipboard training of 02 credits, Project proposal writing and Review for 02 credits each and Societal engagement (CSIR-800) for 04 credits.

A student has to complete a minimum 20 Credits as part of course work before she/he is eligible to submit doctoral thesis. Of these 16 credits needs to be completed before the Comprehensive examination slated at the end of second semester. The subject 5 may be completed anytime before the submission of final doctoral thesis. 1 Credit = 14 hours of Lecture or Tutorial or 28 hours of Practical or any combination of these three.
A student however can pursue courses of more than 20 credits by taking additional Optional subjects of her/his choice in a bid to learn more, but anything in excess of 20 credits will not be considered for examination. The extra credits will however be indicated in the final mark-sheet as additional subjects, but would have no relevance to final grading.

Tentative Schedule of Examinations / Tests

  • Mid Semester examination- 2nd week of October (Monday to Saturday)
  • End Semester Examination- 2nd week of December (Monday to Friday)
  • Grades Finalization & Publication- 2nd Monday of January
  • Comprehensive Examination- 2nd week (Monday to Friday) of May
