Applications are invited up to 16.12.2013 for the following posts under Health Research Scientist Cadre of ICMR Rules, 2007 for the Hqrs. Office. It carries All India transfer Liability:-

Description of Posts:-

Post No: 3:- Scientist-D (No. of post - one)

Pay Band & Allowances:- PB-3 Rs. 15600-39100 + Rs.7600 (Grade Pay) + Non Practicing Allowance and other allowances as admissible under the rules.

Essential Qualification & Experience:

(i) MBBS Degree recognized by MCI.
OR
Ist class Master’s degree in Life Science subjects such as Microbiology, Molecular Biology, Biotechnology, Biochemistry etc.
OR
2nd Class M.Sc + Ph.D degree in Life Science subjects mentioned above from recognized University.

(i) Eight years R & D research/teaching/research management experience in managing project in the area of health research including interaction with other agencies in recognized institute(s) after obtaining essential qualification (i) out of which at least 2 years in managerial position to handle R & D projects/ research management in a team effectively in a directing capacity.

Desirable Qualification:

(i) Doctorate Degree in the biomedical subjects mentioned above from a recognized
university for candidates with first class relevant degree OR MD/Postgraduate degree in any medical subject recognized by MCI.

(ii) Additional Post doctoral research/teaching experience in biomedical subjects mentioned above in recognized institute(s)
(iii) Knowledge of Computer Applications or Business Intelligence tools/Data Management.

Job Requirement:-

The incumbent is required to work in the area of Reproductive and Child Health or any job assigned by D.G., ICMR. He/She should lead a team of researchers and should have capability to formulate and execute Research projects in the above  area. He/She should also assist the Head Division of RCH related to planning and implementation of research programmes undertaken at the Institute and other day-to-day activities.

Note:
(i) MD/Ph.D degree in subjects mentioned above shall be treated equivalent to three years experience respectively for candidates with MBBS degree or Ist Class M. Sc degree in the above mentioned subject.

(ii) Candidates with MD or Ph. D degree will be preferred.

Post No: 4:- Scientist-C (No. of post - one)

Pay Band & allowances: PB-3 Rs. 15600-39100 + Rs.6600 (Grade Pay) + Non Practicing and other allowances as admissible under the rules.

Essential Qualification & Experience:

(i) MBBS degree recognized by MCI.
OR
1st Class Master’s Degree in any Life Science/ Biological Sciences/ related subject from a recognized University.
OR
2nd Class M.Sc. + Ph.D degree in Biological Sciences/ Bio- chemistry/ Genetics/Bio-technology or equivalent degree etc. from a recognized University.

(ii) Four years R & D experience in the area of Non Communicable Diseases as evidenced by publications and or research management to be supported by certificate after obtaining essential qualifications (i) above.

Desirable:

(i) MS/MD in PSM, Medicine, Pediatrics, Pathology, Radiology, any other medical subjects or Ph.D in any relevant life science subjects.
(ii) Additional post doctoral research/teaching experience in above areas in recognized institute(s).
(iii) Knowledge of computer applications.

Job Requirements:

To process and review project applications & reports; to prepare plan documents, to assist in developing project proposals, to monitor and evaluate project activities, undertake data analysis & interpretation & prepare project reports. To assist the Head of Division in all activities including Parliamentary matters etc.

Note:

MD/ Ph.D degree in subjects relevant to ICMR shall be treated equivalent to three years experience. Candidate with MD/ Ph.D will be preferred.

3. Age Limit as on 16.12.2013

(i) Post No.(01) (Scientist-E)- not exceeding 50 years
Post No.(02 & 03) (Scientist-D)- not exceeding 45 years
Post No. 04) (Scientist-C) – not exceeding 40 years
(ii) Upper age limit is relaxable to SC/ST & OBC candidates & Government servants as per provision made in Health Research Scientist Cadre (HRSC) of ICMR rules 2007 .
(iii) One time age relaxation is also allowed to Scientists & Technical staff working/worked in long term projects of ICMR Institutes/Centres as per HRSC Rules, provided they meet essential qualifications and experience for the post with a view to provide them opportunity to compete with other candidates as per Council’s letter No. 6/1/2007-Admn.II dated 28.03.2011.

4. General relaxation:

Age & experience are relaxable in deserving cases as per HRSC rules (under Note I & 2 append to scheduled-III) for the posts.
5. Pension will be admissible as per new restructured defined contribution Pension system contained in the Ministry of Finance, Department of Economic Affairs ( ECD & PR Division),Notification No. 5/7/2003 & PR dated 22.12.2003 effective from 1.1.2004.
6. NPA as per rules of the Council is admissible to Medical Graduates.

(i) Application form and other details are obtainable from Administrative Officer, Admn.I, ICMR, Ansari Nagar, New Delhi-110029. Application format can also be downloaded at ICMR Website.(http://www.icmr.nic.in) Forms duly completed together with application fee of Rs.100/- by crossed IPO only, drawn in favour of D.G., ICMR New Delhi should be sent to Admn. Officer (Admn.I), Indian Council of Medical Research, V. Ramalingaswami Bhawan, Ansari Nagar, Post Box No.4911, New Delhi-110029, so as to reach on or before 16.12.2013 SC/ST/PH and women candidates are exempted from this payment of application fee. Like other candidates the departmental candidates are also required to pay application fee alongwith application form.
(iii) Applications from employees working in Central/State Govt. Departments/Public Sector Undertakings and Govt. funded research agencies must be forwarded through proper channel.

Advance copies of application will be considered subject to the conditions that a “No Objection Certificate” from the employer is produced at the time of personal discussion.

(iii) Applications received late/incomplete and or without fee will not be entertained. Council will not be responsible for late receipt of application due to postal delay.

Note:-

(i) SC/ST candidates should submit attested copies of certificates for claiming fee concession /age relaxation.
(ii) OBC certificate for the purpose of age relaxation will mean “PERSONS OF OBC CATEGORY NOT BELONGING TO CREAMY LAYER” as defined in DOPT’S O.M. NO. 36012/22/93-Estt (SCT) dated 8.9.1993 & modified vide O.M. NO. 36033/3/2004-Estt (Res) dated 9.3.2004 and 14.10.2008 and subsequently revised vide O.M. No. 36035/1/2013-Estt.(Res.) dated 27.05.2013. The closing date for receipt of application will be treated as the date of reckoning for OBC status of the candidate and also for assuming that the candidate does not fall in the Creamy layer on the reckoning date. The candidate should furnish the relevant OBC certificate in the format prescribed for Govt. Job and furnish declaration. OBC candidates must, therefore, furnish valid and updated OBC certificate which should specifically include the clause regarding “Exclusion from Creamy Layer” in order to get age relaxation.
