1. Kerala Biotechnology Commission/KSCSTE, is starting a new programme called “YOUNG INVESTIGATORS PROGRAMME IN BIOTECHNOLOGY” to provide quick research support to young scientists to purse their bright ideas in newly emerging and front line areas of research in biotechnology.

2. The applicant should possess (a) PhD in any branch of Life Sciences (b) Three years Post doctoral experience in Biotechnology. The candidate should be less than 40 years. However age relaxation of 5 years would be given to scientists belonging to SC/ST/OBC, Women and Physically Handicapped category.

3. Ten copies of the project proposal along with a soft copy have to be submitted in the prescribed format for funding. Applications must have the endorsement from the Head of Institution and it should be forwarded by the Head of the Institution and submitted to the undersigned on or before 20th October 2008.

4. The funding is provided up to a maximum of Rs.15.00 lakhs (excluding overhead charges) for a period not exceeding three years. If the proposed objectives can be achieved in less than three years, the budget may be reduced accordingly on the extent. The Young Scientists not drawing any other fellowship/salary are eligible for a lump sum fellowship of Rs. 20,000/- per month apart from grants under travel, contingency, consumables and minor equipments. In cases, where the applicant is holding a regular position, he/she either can seek manpower at junior level (JRF, Project Assistant, etc.) or can opt himself/herself as Research Scientist in the scheme and can avail the above fellowship. But either the salary or the fellowship, only one can be availed at a time. Overhead Charges @ 10% of the project cost will be provided to the implementing institution over and above the project cost.

5. Proposals can be submitted in any branch of biotechnology related to medical, agriculture, veterinary, environment, marine, industrial or to bioresources. Post Doctoral students/Research Associates who are not in permanent positions can also be Principal Investigator together with faculty/scientists holding permanent positions as Co-Principal Investigator .

6. The sanctioned projects may be operated only in KSCSTE Research institutes, University Departments or selected National Research Institutes within the state. Sanction orders will be given for the full period of investigation, but the funds will be released originally for only the first year and subsequently every year subject to satisfactory progress and submission of UC & SE. Audited Utilization Certificate (UC) and Statement of Expenditure (SE) by Local fund audit or Finance Head of the Govt. institution/Universities countersigned by Head of the Institution should be submitted on an year to year basis.

7. The PI will have to furnish Annual Progress Report of the work on the project on a yearly basis. The Council will review the progress of the work periodically. The Council reserves the right to terminate the project at any stage if it is convinced that the grant has not been properly utilized or appropriate progress is not made. On completion of the project 5 copies of the final consolidated Project Completion Report on the work done in the project should be sent to the Council.
