Direct recruitment of Scientist Positions

I) Scientist ‘H’ 3 posts

2) Scale of Pay of Rs 22400-525-24500 (revised to pay band of Rs. 37400-67000 with Grade Pay of Rs.12000/-)

3) Duties Attached to the Posts:

i) To provide vision and direction to the R&D programmes relating to agriculture, medical, environmental, industrial processes and animal biotechnology.

ii) To provide vision and direction to the programmes relating to Biosecurity, Biotech Regulation, Intellectual Property, National Biotechnology Regulatory Authority, legislations on DNA Profiling as well as on the Protection and Utilization of Intellectual Property in Public Funded R&D and International Collaboration.

iii) Matters relating to the Grand Challenge Programmes in the areas of vaccine, diagnostics, bio implants and devices, marker-assisted breeding for crops, bioenergy, antivirals from plants and micro-organisms and setting up of new autonomous institutions in the area of biotechnology and life sciences.

iv) Promotion of innovation through public private partnerships, establishment of biotech parks and incubators, capacity building for management of Intellectual Property and technology transfer as well as establishing technology transfer cells.

6) Qualifications and Experience:

Essential Qualification: Ph.D or M.Tech or M.D. or M.V.Sc or its equivalent degree from a recognized University.

Minimum experience 20 years required

II) Scientist ‘D’ 4 posts

2) Scale of Pay of Rs 12000-375-16500 (revised to pay band of Rs. 15600-39100 with Grade Pay of Rs.7600/-)

3) Duties Attached to the Post:

i) Matters relating to R&D programmes of agriculture, medical, environmental, industrial processes and animal biotechnology.

ii) Matters relating to Review Committee on Genetic Manipulation, Monitoring-cum-Evaluation Committee, Task Forces, brain storming and idea generation meetings, evaluation of proposals and their appraisal through the expert committees in interdisciplinary areas of biotechnology and funding, implementation and monitoring of public-private partnership projects, preparation of techno-economic feasibility reports, budgetary and managerial issues of institutions and centers of excellence, identification of potentially commercial products and processes in the funded R&D projects, holding industry meetings, licensing and technology transfer negotiations

4) Age Limit: Below 45 years as on March 01, 2009 (Except for Departmental Candidates)

5) Crucial Date for Determining Eligibility will be March 01, 2009 (Except for Departmental Candidates)

6) Qualifications and Experience:

Essential Qualification: Ph.D or M.Tech or M.D. or M.V.Sc or M.Pharm or its equivalent degree from a recognized University.

Minimum experience 6 years required

III) Scientist ‘C’ 21 posts

Scale of Pay of Rs 10000-325-15200 (revised to pay band of Rs. 15600-39100 with Grade Pay of Rs.6600/-)

3) Duties Attached to the Post:

i) Matters relating to R&D programmes of agriculture, medical, environmental, industrial processes and animal biotechnology.

ii) Matters relating to product validation and toxicology.

iii) Matters relating to regulatory and bio safety assessment of biotech products, revision and updating of protocols and Standard Operating Procedures, appraisal of proposals for Foreign Direct Investment, Foreign Technology Agreements, Input / Output norms, Industrial Entrepreneur Memoranda and Industrial Licensing.

iv) Matters relating to idea generation meetings, brainstorming meetings for generation of projects, evaluation and appraisal of proposals through the expert committees and task forces in interdisciplinary areas of biotechnology, implementation and monitoring of biotechnology projects, identification of commercially potential products and processes in R&D projects

v) Examination and appraisal of IPR issues, managing patent facilitation cell, implementation of innovative research through public-private partnerships with SMEs and large industries, technology management including technology scouting, negotiation with industry, technology assessment and forecasting

vi) Matters relating to development, coordination and management of autonomous institutions, centers of excellence, International Depository Authority, preparation of techno-economic feasibility reports, budgetary and managerial issues of institutions and centers

4) Age Limit: Below 40 years as on March 01, 2009 (Except for Departmental Candidates)

5) Crucial Date for Determining Eligibility will be March 01, 2009 (Except for Departmental Candidates)

6) Qualifications and Experience:

Essential Qualification: (i) B.E or B.Tech in Information Technology or Chemical Engineering from a recognized University.

(ii) Ph.D or M.Tech or M.D. or M.V.Sc or its equivalent degree from a recognized University.

Minimum experience 5 Years required for those possessing essential

qualification at (i) above

Minimum experience Nil required for those possessing essential

qualification at (ii) above

General Conditions:-

i) The applicant must be a citizen of India

ii) The date for determining the age limit shall be March 01, 2009.

iii) Age limit is relaxable upto 5 years for SC/ST candidates and upto 3 years for OBC candidates.

iv) The applicants in Government/Semi Government Organizations/Public Sector Undertakings/Autonomous Organizations must send their applications through proper channel. The applications received without the recommendations of their Employers will not be entertained.

B. The Department may consider granting higher start in the prescribed scale of pay as may be permissible under the Rules in the case of deserving candidates.

C.
