2. ORGANIZATION BACKGROUND:
 
Project Concern International/India (PCI/India), a registered charitable society in India, is an affiliate of Project Concern International (PCI), a renowned international  US based nonprofit organization, which has been saving the lives of millions of children  and their families around the globe for over 48 years. With programmes in Africa, Asia,  Latin America, and North America, PCI’s aim is to create lasting change by building  healthy communities and promoting sustainable development. 

PCI is implementing project PRATIBHA- a project to provide Technical Assistance to the National AIDS Control Organization (NACO), on Laboratory Services  Strengthening with financial and technical support from the US Centers of Disease  Control and Prevention (CDC). The overall purpose of PRATIBHA is to strengthen  laboratory services in India by focusing on the NACP-III priorities of increasing  effectiveness, efficiency and accountability with regard to HIV testing.

PCI seeks technically qualified and experienced professionals for the position of Regional Technical Specialists - Laboratory Strengthening (RTS- LS), based in two  different regions of the country viz. Delhi (North) and Guwahati or Imphal or Calcutta  (east). This is an exciting learning opportunity for a laboratory professional to work in  close collaboration with CDC Atlanta, in the cutting-edge field of quality assurance. 

3. JOB DESCRIPTION/ RESPONSIBILITIES:
 
The RTS-LS reports to the Senior Technical Specialist – Lab Strengthening, as well as to PCI’s Director -Programs. 

Working in close coordination with respective SACS /NACO, the RTS-LS will be responsible for ensuring the provision of technical advice and support in capacity building, program development and implementation of project activities in their respective regions. Under guidance of the NACO, CDC and PCI, the RTS-LS will ensure the effective implementation of Project PRATIBHA and the strategic development of new initiatives in collaboration with national and state level partners, donor(s), technical agencies, government and in-house staff, ensure the program’s smooth functioning and outputs, and develop and maintain key relationships with a range of external stakeholders in government, the donor community and other key non- governmental bodies. 

(1) Providing technical assistance in the following areas and to ensure effective implementation of the below mentioned activities at select laboratories at the national and state level;
(2) Working closely with government (NACO) /SACS and the CDC to strengthen the HIV/AIDS prevention and care initiatives focusing on lab strengthening through quality assurance, undertaking standardized assessments of National Reference Laboratories (NRLs) and other laboratories based in their respective regions;
(3) Building local capacity for lab assessment and accreditation, trainings indicated by assessment results, SOP development and other mutually identified needs;
(4) Providing technical leadership in their respective regions for the process of sharing cutting edge laboratory methods for skills development, for HIV testing, transfer of specimens;
(5) Providing TA for laboratory management information systems (LMIS) for data entry and any other identified needs;
(6) Providing training, on-site supervision and national and regional meetings and workshops on laboratory strengthening to the NRLs and SRLs based in their respective regions;
(7) Facilitating the process for proficiency testing and quarterly re-testing between NRLs/SRLs and ICTCs as a part of the EQAS activity of NACO;
(8) Participating in needs assessment, training, and facilitate development of lab accreditation system;
(9) Any other activity related to laboratory strengthening or the programme, which may be required to strengthen the program delivery. 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
 
(1) Qualification in health, medicine or related field is essential
(2) Post graduation in Medical Microbiology is highly desirable
(3) Certification by a nationally recognized accrediting agency will be an asset.
Minimum three years of working experience in laboratory services.
(1) Excellent writing, communication and analytical skills
(2) Computer literacy
(3) Ability to work collaboratively with professionals at different levels and meet stringent deadlines
(4) The job would require 25 % of travel between laboratories within the region and to NACO, Delhi. 

5. COMPENSATION OFFERED:
 
Gross compensation budgeted for the position (on a cost to organization basis) ranges from Rs. 7.2 to 9.6 lacs per annum. The offer made to the selected candidate shall be commensurate with qualifications experience and salary history. 

The successful candidate shall be offered a contractual, short term position with PCI for a likely period of three years. Contracts are renewable annually, subject to satisfactory performance.
