RAMALINGASWAMI RE-ENTRY FELLOWSHIP: 2021 – 2022 
CALL FOR APPLICATIONS 

Applications are invited from Indian Nationals working in overseas research institutions for the “Ramalingaswami Re-entry Fellowship (DBT-RLS)”, prestigious Re-Entry Scheme of the Department of Biotechnology (DBT), Ministry of Science & Technology, Government of India. Initiated in the year 2006 – 2007, DBT-RLS programme has been instrumental in creating a pool of highly skilled and trained researchers working on cutting edge technologies in Indian universities and institutions as well as building a critical mass of science leaders aimed at competence building in biotechnology. 

Aim of Fellowship The scheme has been conceptualized with the aim of attracting highly skilled researchers (Indian Nationals) working overseas in various cutting-edge disciplines of Life-Sciences /Biotechnology/ Bio-Engineering/ Healthcare/ Agriculture/Veterinary Sciences and all other allied areas by providing them an attractive avenue to pursue their R&D interests in Indian universities/ institutions. 

Eligibility Criteria 

• Scientists working in any area of life sciences & biotechnology, bio-engineering, health care (human and animal), agriculture and veterinary biotechnology, bioenergy and allied areas will be eligible to apply 
• Applicants should possess a Ph.D/MD degree or equivalent in life sciences/ agriculture, bioinformatics or M.Tech in engineering or technology/ medicine etc. with at least three years of post-doctoral research experience in overseas research laboratories. 
• Applicants who have already returned to India within one year of the closing date of the advertisement are also eligible to apply; however, if they have secured a permanent position in India within this period then they are not eligible to apply. 
• Applicants should have a proven/outstanding track record as evident from research publications and recognitions. 
• In case a fellow is offered permanent position, he/she can only avail either fellowship or salary at a given time. 
• The upper age limit for applying is 45 years. 

Incentives of being Ramalingaswami Re-entry Fellow 

• This is a senior fellowship programme and awardees are to be considered equivalent to Assistant Professor/Scientist-D level position. Fellows are entitled to take up teaching/research assignments & supervising Ph.D/MS students. 
• The scheme provides a consolidated monthly remuneration of Rs. 1,00,000/- p.m. 
• In addition, House Rent Allowance of Rs. 18,500/- p.m. (consolidated) is given to fellows. In case host institute provides accommodation to the fellow, no House Rent Allowance is admissible. The fellowship is taxable as per Govt. of India rules. 
• Fellows will receive Research/contingency grant of Rs.10.00 lakh/year for purchase of consumables, minor equipment, domestic travel, engaging manpower and other contingent expenditure to be incurred for the implementation of research proposal which is part of fellowship, and Institutional overhead @ Rs. 50,000/- per year. 
• DBT encourages host institutions to provide medical benefits, transport allowance, leave travel allowance and other benefits as per their prevailing norms as applicable to their employees of the rank equivalent to Assistant Professor/Scientist D out of their own resources/funds. 
• Fellows retain an option for drawing either the fellowship or salary if they are appointed at a suitable permanent scientific position. Fellows opting for salary can continue to avail the research /contingency grant with prior approval of DBT. 
• Ramalingaswami Re-entry Fellows could take up fellowship at any of the scientific institutes/ universities/ relevant Industries in the country. However, application should be duly forwarded by the competent authority of the host Institute. 
• Fellows can change their host institute only once during the tenure of the fellowship with the prior No Objection Certificate from the host institute who has forwarded the application [Director/Registrar/Vice-Chancellor/Dean/ CEO/ HR Head (in case of industry) or as the case may be] and also with prior approval from DBT. Subsequent change will be allowed if the fellow gets a permanent job in another Institute. If the fellow has opted for the change of host institute first time itself on the basis of getting a permanent position, no further request of changing the host institute will be considered. 
• Candidate can submit his/her nomination through single host institute only. However, institutions can nominate more than one candidate. 
• Awardees are eligible to apply for research grants to any of the funding agencies towards accomplishment of research proposal. However, the Co-PI has to be a permanent employee of the host institution. Tenure of Fellowship The fellow can draw fellowship for a term of five years. Fellowship is further extendable for another two years on a fresh appraisal. Those who are able to secure permanent positions will not be considered for 2nd term.

How to Apply 

• Application for Ramalingaswami Re-entry Fellowship Programme 2021 – 2022 shall be by ONLINE mode only. 
• To apply, interested applicants may kindly visit DBT-RLS Online Portal https://www.rlsfellowship.dbtindia.gov.in/ • Applicants must register on the DBT-RLS Online portal, fill complete information in the online application form and submit itbefore the closing date of application i.e. 30thJanuary, 2022. 
• Online application form to be filled by applicant comprises information pertaining to Personal Information, Academic Qualifications, Post-Doctoral Experience, Work Experience, Research Contribution, Referee Details, Proposed Research Work and Proposed Host Institution. 

• Documents to be submitted alongwith Online 

Application Form include – 
 Date of Birth Proof 
 Copy of Passport (if applicable) 
 Doctoral Degree Certificate 
 MD/MS Degree Certificate (if applicable) 
 Details of Research Contribution (not more than 3-5 pages) 
 Reprints of 5 Best Research Publications 
 Research Proposal detailing Proposed Research Work (not more than 3-5 pages) 
Certificate by Host Institute 
 Letter of Recommendation (to be submitted by referee) 

• Names and contact details of the Referees are to be provided by the applicant while filling out the application form. 
• On submission of application form, email shall be sent to the email addresses of all the referees who have been mentioned in the application form. 
• Referees shall login to DBT-RLS Online Portal using username and password received through email. Referees must upload letter of recommendation on the portal before the closing date of application i.e. 30thJanuary, 2022.Applicant shall ensure that the referee provides recommendation on time before closing date of application. 
• It is mandatory to submit certificate from host institute; otherwise the application shall not be accepted. 
• Applicant must send a hard copy of submitted application form to DBT-HRD Project & Management Unit, Regional Centre for Biotechnology, NCR Biotech Science Cluster, 3rd Milestone, Faridabad-Gurugram Expressway, Faridabad – 121001, Haryana on or before 10th February, 2022.
