NATIONAL DEVELOPMENT (CLINCIAL) SERVICES AGENCY

National Development (Clinical) Services Agency (NDSA) formed by the Department of Biotechnology (DBT), Ministry of Science & Technology, Govt. of India as an extramural unit of its newly established autonomous institute “Translational Health Science & Technology Institute”, to assist and guide entrepreneurs in the biotechnology and pharmaceutical sectors in India with preclinical and clinical development of products in compliance with international standards. NDSA is seeking suitable candidates for the following positions:
(1) CHIEF OPERATING OFFICER: The position will act as the principal executive officer of NDSA and will provide effective portfolio and business management to all projects executed by the agency. S/he will have a good understanding of the drug discovery and development process and rich experience in clinical research, business conduct, management, intellectual property rights and regulations governing drug product development. S/he will be entrepreneurial, a recognized leader for encouraging innovation and creativity to envision and steer a world class institution. The COO will have a key role in overseeing and managing the continued growth of NDSA’s clinical trial programs which focus on innovation, documenting results, building synergies across programs, and strengthening quality systems. Reporting to NDSA’s Executive Management Committee, this position will be based in New Delhi with a salary of at least Rs.136,000 per month.
Skills:
- Technical and managerial expertise in preclinical and clinical research projects with drugs and/or vaccines.
- Demonstrated talent management skills including recruiting and hiring successful staff and consultants; coaching, mentoring and developing staff; and fostering identification with organizational culture and values.
- Demonstrated success in multi-cultural leadership and management.
- Ability to network and interact effectively with donor and collaborating agencies, including public and private companies, government and non-governmental organizations and drug regulatory bodies.
- Demonstrated acumen in financial accountability, administration, and operations.
- Fluent in English with excellent written, oral, and interpersonal communication skills; fluency in Hindi or other Indian languages desirable.
Qualifications:
Ø Advanced degree in medicine, life sciences, public health, development, social sciences or a related field.
Ø A minimum of ten years of experience managing projects and/or offices and staff, including at least five years of supervisory experience; or an equivalent combination of education and experience.
Ø Experience in developing strategies, managing programs and budgets; monitoring and evaluating programs; managing relationships with international organizations, NGOs, community-based organizations, donors, government, and the private sector.
Ø Experience working within an international non-government organization preferred. US Government, DFID, BMGF and other major foundations experience a plus.
(4) DIRECTOR PROJECT MANAGEMENT: The position will drive project management by assuring that all projects are designed, planned and executed in a timely fashion maintaining highest quality standards. The position is based in New Delhi with a salary of at least Rs.108,000 per month.
Responsibilities:
- Lead project design in collaboration with NDSA senior staff and partners.
- Lead the detailed implementation planning for in-country activities, including assessment of vaccine manufacturers and facilitation of technical assistance to vaccine manufacturers.
- With support from Senior Team Leader, coordinate with Ministry of Health and other related ministries, vaccine manufacturers and other national/regional and provincial partners to plan and implement project activities.
- Coordinate, supervise, and monitor all project activities including day-to-day project implementation.
- Negotiate and monitor agreements with local counterparts.
- Provide guidance, direction, and mentorship to local project staff.
- Participate in preparing project reports and other project documentation.
- Participate in the financial management of project activities.
- Participate in monitoring and evaluation activities.
- Facilitate all necessary in-country project approvals.
- Develop and manage annual work plans and project budgets.

Ø Excellent written and spoken Vietnamese and English
Ø Willingness and ability to travel within Vietnam up to 30 percent annually
Qualifications:
Advanced degree in biological sciences or other relevant discipline and a minimum of 5 years progressive work responsibility with extensive project management experience; work experience in vaccine development as well as experience working effectively with government counterparts; experience working with the private sector and/or managing donor funded projects a plus.
