Human Resource Development Centre (HRDC), Ghaziabad is a central training
establishment of Council of Scientific & Industrial Research (CSIR) under Ministry of
Science and Technology, Govt. of India. The centre is engaged in training, grooming and
augmenting capabilities of Scientists, technologists, technical, and administrative staff of
CSIR constituents.
CSIR-HRDC serves as the nodal agency for the CSIR Integrated Skill Initiative programme,
administering the implementation, monitoring, and evaluation of skill development activities
across all CSIR laboratories located pan India.
Applications are invited from qualified candidates (Indian nationals) who meet the necessary
educational and work requirements to work on project titled “CSIR Integrated Skill Initiative,
Phase III” (HCP002502). The engagement is purely on temporary and contract basis. The
engagement shall be initially up to 31st March 2026 and maximum until 31st March 2030, i.e.,
co-terminus with the project. The extension of tenure of any project staff beyond 31 March
2026 will be subject to review by a Review Committee at the end of the year or earlier, as
deemed necessary. The location of the posting will be at Ghaziabad. Details of posts and

*Panel of waitlisted candidates will be constituted to fill vacancies in near future. Such panel will be valid for one

Desirable Experience:
Post Graduate Diploma in Management
Candidates having experience in the area of Skill development & training programme
management would be preferred. Experience with Government or Public–Private Skill
Development
Programs would be desired.
Computer Skills, Data Analysis, Knowledge of Video Development, Knowledge of
Workshop related activities, Good Communication skills, Working experience of
background work involved in organizing various kinds of programs.
Job Requirement:
The selected candidates will be assigned to the 'CSIR Integrated Skill Initiative' project.
Candidates should possess good database management skills and proficiency in MS Excel,
along with excellent documentation abilities, technical report writing skills, and effective
communication in applicable languages.
Monthly emoluments:
For Project Associate (PAT-I)
(i) Rs. 31,000/- + HRA for those candidates who have qualified CSIR-UGC/ ICAR/
ICMR NET including Lectureship/ Assistant Professorship or GATE
OR those who have qualified National level examinations conducted by Central
Government Departments like DBT/ DST or equivalent and/ or their Agencies/
Institutions
(ii) Rs. 25,000/- + HRA for others who do not fall under (i) above
Upper Age Limit: 35 years as on the last date of receipt of applications.
For Project Associate (PAT-II)
(i) Rs. 35,000/- + HRA for those candidates who have qualified CSIR-UGC/ ICAR/
ICMR NET including Lectureship/ Assistant Professorship or GATE
OR those who have qualified National level examinations conducted by Central
Government Departments like DBT/ DST or equivalent and/ or their Agencies/
Institutions
(ii) Rs. 28,000/- + HRA for others who do not fall under (i) above
Upper Age Limit: 35 years as on the last date of receipt of applications.
For Senior Project Associate (Senior-PAT)
(i) Rs. 42,000/- + HRA
Upper Age Limit: 40 years as on the last date of receipt of applications.
General Instructions:
1. Prescribed format for application is available with the advertisement. You are requested
to send the application form fixed with passport size photograph giving full particulars
such as
(1) Full name and postal address with e-mail and Phone No.,
(2) Date of birth
and
(3) Educational qualifications and experience (if any). You are also requested to
send all the documents such as birth certificate, caste certificate, educational
qualifications certificates, experience certificate (if any), publications (if any),
documents related to National Eligibility Tests – CSIR-UGC/ ICAR/ ICMR NET
including lectureship (Assistant Professorship) or GATE or qualified National level
examinations conducted by Central Government Departments like DBT/ DST or
equivalent and/ or their Agencies/ Institutions for the above posts.
The last date of receipt of applications is on or before 06 August, 2025 (5:00PM)
2. Candidates who fulfil the above criteria shall submit the duly filled Application form
to the below address by Hand/ through Speed Post. Incomplete applications or
applications received through any other mode will not be accepted.
3. The candidates are required to fill all the details related to their educational
qualification, experience etc.
4. A Candidate may apply for any number of advertised posts. Separate application may
be submitted for each post code if a candidate is desirous of applying for more than 01
(one) Post.
5. Reservation: Relaxation in the age limit for the candidates belonging to the category of
SC/ ST/ PwBD/ Women and the category of OBC shall be 05 years and 03 years
respectively or as per Govt. of India instructions issued in this regard from time to time.
Age will be calculated as on the last date of receipt of online applications.
6. The applications received will be screened through a committee and the selected
candidates will be called for the interview.
7. The date and time of the interview will be communicated to the shortlisted candidates

8. The candidates must bring with them original certificates/ testimonials at the time of
interview along with two copies of self-attested photographs and a set of self-attested
copies of certificates/ testimonials in support of age, qualification, marks obtained,
experience, if any, etc. The candidates must also bring a copy of their bio-data neatly
typed on A4 paper.
9. The candidates belonging to statutory categories must bring their original certificate of
categories to which they belong issued by the competent authority (along with selfattested copies of the same).
10. If currently employed, then the candidate will have to furnish no-objection certificate
from the current employer at the time of joining.
Note:
1. Mere fulfilling of minimum qualification does not confer any right to a candidate for
being called for interview.
2. Candidates who are in the finalsemester or whose results are awaited will not be eligible
for above mentioned positions.
3. Candidature will be purely provisional subject to fulfilling the eligibility criteria.
4. No TA/DA will be paid for attending the Interview.
5. Tenure of engagement of the Project Staff shall be co-terminus with the project. In any
case, under no circumstances the tenure (inclusive of all CSIR postings) would be
allowed to exceed the duration. The performance of the Project Staff would be reviewed
periodically so that one not found up to the mark, could be terminated without
assigning any reason.
6. The engagement which is on contract basis in respect of all above positions will confer
no rights on the candidates, whatsoever, implicitly and/ or explicitly for their
continuation beyond tenure/absorption/ regularization in CSIR. Contract may be
terminated at any time at a notice of one month from either side or one-month stipend
in lieu thereof.
7. In case of Project Associates (PAT-I & PAT II), if a selected candidate qualifies the
CSIR UGC/NET examination after his/her appointment, he/she can be considered for
payment of higher emoluments subject to the availability of provision for the same
and availability of funds in the Project.
8. Project staff would be governed by the Guidelines for engagement of project staff under
various CSIR Projects including NMITLI, OLP, MLP, industry sponsored, Contract/
Consultancy/ Sponsored etc. and non- CSIR funded projects issued by CSIR vide OM
No. 5-1(342)/2017-PD dated 02 September 2024.
9. The project staff may be required to travel as per need. TA/DA: Project Staff will be
entitled for TA/DA while on official tour as per the Office Memorandum of CSIR i.e.,
5-1(53)/2008-PD dated 12.04.2023.
10.The age limit is relaxable for candidates of statutory groups as per CSIR/Govt. of India
instructions on the subject.
11. Head, CSIR-HRDC reserves the right to increase/ decrease the number of positions
and also cancel the recruitment process for the positions mentioned above at any stage
of the recruitment process.
12. The decision of the Head, CSIR-HRDC will be final and binding for engagement of
above positions.
13.Other terms and conditions will be governed as per guideline issued by the CSIR Hqrs./
funding agency for the engagement of above project staff as amended time to time.
14. Canvassing in any form will render the candidate disqualified.
